Expenditure from the General Highway Capital reserve fund STEPS
  1. Resolution to approve the reserve fund expenditure and transfer it to the Highway Department budget line (verify that the budget line number is accurate);  COMPLETED 8/13 board meeting
  2. Notice of permissive referendum, to be published and posted on the town signboard and website immediately after the Town Board adopts the resolution; and COMPLETED 8/13 board meeting
  3. Certificate of Town Clerk, to be used only if no petition is filed with the Town Clerk within 30 days of the Town Board’s adoption of this resolution, stating that no petition was filed within such 30 day period, which certificate must then be filed in the Town Clerk’s office thereby making the resolution effective so that the funds can be transferred out of the reserve fund for expenditure once the contract is then signed.  NOTE that, if a petition is filed, you will need to contact me as I will then need to provide the necessary documents for the Town Board to schedule and hold an election on the question of approving this resolution.
CanLake Ultras – Saturday October 10 (resolution below is approved) Present tentative budget to Town Clerk in resolution below if approved by the board Discuss grant writing services by C&S Companies  BUDGET TIMELINE
  • Budget officer files tentative budget to town clerk by September 30th
September 2026 Town Board meeting will be on the 10th
  • Town Clerk presents tentative budget to the board at a regular or special meeting held on or before October 5
October 2026 Town Board meeting will be the 8th.  This is past the deadline.  Board must determine a Public meeting date prior to October 5th In 2025 – the Town Supervisor presented the budget as the tentative budget on 9/30 (which was the last Public workshop date) The board reviews the tentative budget and may revise it by majority vote.
  • Preliminary Budget created
Once finalized by the board, the tentative budget becomes the preliminary budget via resolution.  The preliminary budget must be filed with the clerk and made available to the public. No further changes can be made until after the public meeting. This can occur in the October 8th Public meeting
  • October 8 town board meeting, resolution to adjourn Public hearing on Preliminary Budget until November 12 (as to not go beyond November 15 per Town Law §108)
  • Town Clerk Publicizes Public Preliminary Budget hearing in local newspaper on October 30th AND November 5th
  • Fire district must file their budget with the Town Clerk by November 7th
  • Public hearing on the Preliminary Budget November 12th
  • Adoption of Final Budget by town resolution no later than November 20
If no changes are required, adopting Final Budget on November 12th
  • Town Clerk prepares two certified copies of the final budget and delivers them to the supervisor within five days from the adoption of the budget.
  • Town Supervisor submits the two certified copies to Yates County within 10 days.
Open PUBLIC COMMENTS Close PUBLIC COMMENTS MOTION NONE RESOLUTIONS RESOLVE to grant permission for the CanLake Ultras Race on October 11 to race through Middlesex on the following race route: West Ave, SR 364, South Vine Valley Rd, South Lake Rd, Vine Valley Rd, North Vine Valley Rd, and Bare Hill Rd RESOLVE to adopt the tentative budget into the preliminary budget RESOLVE to publicly post Standard work day and reporting resolution for elected and appointed officials for a minimum of 30 days for the following NYSLRS members:
  • Council Member Stephaine Betts
  • Town Clerk Rebecca Moore
  • Highway Superintendent Joshua Burnett
  • Code Enforcement Officer Alan Pearce
